The special benefits in the projection year are equal to the prior year’s special benefits times the change in the population of potential claimants and the yearly increase in average benefits.

The change in the population of potential claimants is calculated as the ratio of paid workers in the projection year to the prior year’s paid workers.

The yearly increase in average benefits is calculated as the ratio of the week weight in the projection year to the previous year’s week weight, multiplied by ratio of the average weekly benefits in the projection year to the previous year’s average weekly benefits.
