Jeremy Rudin announces the appointment of the Chief Actuary and head of the Office of the Chief Actuary

I am very pleased to announce the appointment of Assia Billig as Chief Actuary and head of the Office of the Chief Actuary (OCA) within the Office of Superintendent of Financial Institutions, effective April 15, 2019. Assia will succeed Jean-Claude Ménard, who will retire in mid-April after twenty years of service as Chief Actuary.

Assia has worked in the Office of the Chief Actuary for more than a decade, specializing in actuarial analysis of social security issues.  Most recently, she led the development of the innovative methodology that will be used to determine contribution rates for the enhanced portion of the Canada Pension Plan. She is currently Director (Acting), Social Insurance Programs in the OCA.

Assia is recognized around the world as an expert on actuarial aspects of social security programs. She participates actively on a number of committees of the International Actuarial Association (IAA) and the International Social Security Association (ISSA) including as Chair of the IAA Population Issues Working Group and Vice-Chair of the ISSA Technical Commission on Statistical, Actuarial and Financial Studies. She is the author or co-author of several articles, many of which can be found in International Social Security Review and on our web site.

Assia has a PhD in Mathematics from the University of Alberta and a BSc in mathematics from Moscow State University. She is a Fellow of Society of Actuaries and the Canadian Institute of Actuaries.
