Although the Office of the Superintendent of Financial Institutions (OSFI) is not bound by the Federal Sustainable Development Act and is not required to develop a full departmental sustainable development strategy, OSFI adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada’s effort to promote environmental stewardship. In keeping with the objectives of the policy, OSFI supports sustainable development by integrating environmental performance considerations into the procurement decision‑making process through the actions described in the 2019 to 2022 FSDS “Greening Government” goal.

Support the transition to a low-carbon economy through green procurement.

OSFI will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through its Strategic Environmental Assessment (SEA) process. An SEA for policy, plan or program proposals includes an analysis of the impacts of the given proposal on the environment, including on FSDS goals and targets.

Public statements on the results of the OSFI’s assessments are made public when an initiative that has undergone a detailed SEA is announced on its web page (see OSFI’s website). The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision making.

Actions supporting the Greening Government goal and the Policy on Green Procurement.

Departments will use environmental criteria to reduce the environmental impact and ensure best value in government procurement decisions.

• OSFI sets departmental targets to reduce the environmental impact of specific goods or services.

• OSFI continues to embed environmental considerations into public procurement, in accordance with the federal Policy on Green Procurement. Specifically, OSFI:

  • Leverages common-use procurement instruments (i.e., standing offers and supply arrangements) that take environmental considerations into account wherever available and feasible.

  • Includes support and contribution toward green procurement in the performance evaluations of managers and functional heads of procurement and materiel.

Departmental actions will motivate suppliers to reduce the environmental impact of their goods, services and supply chains.

Target:
95% of copy paper and envelope purchases will contain a minimum of 30% recycled content and be certified to a recognized environmental standard to reduce the environmental impact of production by March 31, 2021.

Performance Indicator:
Dollar value of copy paper and envelope purchases that meet the target objective relative to the total dollar value of all purchases for copy paper and envelopes for the given year.

Target:
90% of information technology (IT) hardware at end of life will be recycled or disposed of in a manner which reduces the environmental impact by March 31, 2021.

Performance Indicator:
Volume of IT hardware at end of life that is recycled or disposed of in a manner that reduces the environmental impact, relative to the total volume of all IT hardware that is disposed of in the year in question.

Target:
All of OSFI's Bid Solicitation, Contract and Statement of Work templates will be reviewed and updated using updated templates that include environmental considerations by March 31, 2021.

Performance Indicator:
Percentage of templates that have been updated.

Support for green procurement will be strengthened, including guidance, tools and training for public service employees

• OSFI continues to embed environmental considerations into public procurement, in accordance with the federal Policy on Green Procurement. Specifically, OSFI:

  • Ensures that all procurement and/or materiel management specialists complete the Canada School of Public Service Green Procurement course (C215) or equivalent.

  • Increases awareness of the Policy on Green Procurement as part of ongoing training programs offered to OSFI managers.

Departmental actions will motivate suppliers to green their goods, services and supply chains.

All of OSFI's procurement and/or materiel management specialists have completed training on green procurement by March 31, 2021.

Performance Indicator:
Percentage of procurement and/or materiel management specialists who have completed training on green procurement.
