OSFI releases fall risk update focused on frontier AI

Today, OSFI released its 2026 Semi-Annual Risk Outlook, explaining how risks to Canada’s financial system have evolved since the 2026–2027 Annual Risk Outlook.
The main risks highlighted in the Annual Risk Outlook remain in focus, but geopolitical uncertainty, economic change, and rapid technological advances have intensified risk in the Canadian financial system. The 2026 Semi-Annual Risk Outlook focuses on how frontier artificial intelligence (AI) can amplify cyber, technology, third-party, and reputational risks.
Frontier AI also offers opportunities to improve productivity and risk management. As capabilities advance, institutions should strengthen governance, controls, and testing. Boards and senior management remain accountable for managing these risks.
Canada’s financial system remains resilient. Strong capital, liquidity, governance, and risk management help institutions adapt, innovate, and support households and businesses through uncertainty.
OSFI continues to modernize its supervisory approach from a position of strength by:
- monitoring risks amplified by AI
- strengthening its ability to assess frontier AI, technology concentration, and critical third-party dependencies
- working with industry, national security partners, and international regulators to support resilience and responsible AI adoption
- maintaining clear guidance that reinforces sound governance, accountability, and risk management
This year, OSFI issued technology risk bulletins on Generative and Agentic Artificial Intelligence and Frontier Artificial Intelligence. It also convened partners and contributed to international discussions on responsible AI adoption.
