Draft Guideline B-2 (Large Exposure Limits) for Small and Medium-Sized Deposit-Taking Institutions (SMSBs)

In this session, OSFI will present a draft revised Guideline B‑2, which updates large exposure expectations for small and medium‑sized banks (SMSBs) to better reflect today's risk environment and international standards for managing single-name concentration risk.

OSFI will explain how the revised guideline would apply to Category I and II SMSBs, with the removal of the existing 1994 guideline, creating one modern, consolidated large exposures framework for all institutions in scope for the large exposures regime. The session will walk through what the changes could mean in practice for SMSBs, including how exposures are assessed and monitored, and which institutions would be excluded from the guideline requirements.

Draft Capital and Liquidity Treatment of Crypto-asset Exposures (Banking) Guideline (2027)

This session will outline proposed updates to the Capital and Liquidity Treatment of Crypto-asset Exposures (Banking) Guideline for 2027, reflecting feedback from industry stakeholders.

OSFI will discuss the rationale for the updates and how they are intended to ensure the guideline remains responsive to risks facing the Canadian financial system.

Draft Pillar 3 Disclosures for Interest Rate Risk in the Banking Book (IRRBB) and Draft Guideline B-12 Interest Rate Risk Management

This session will highlight how OSFI's proposed amendments to the Pillar 3 IRRBB disclosures and Guideline B-12 work together to strengthen transparency and market discipline. OSFI will walk through the latest draft amendments, explain how the guidance aligns to support clearer public disclosure and more resilient interest rate risk practices, and outline the key areas for public consultation. The session will also introduce the tools and supports OSFI is preparing to help institutions get ready for implementation, along with the next steps as this work continues to evolve.

Draft Liquidity Adequacy Requirements (LAR) Guideline (2027) and Draft Internal Liquidity Adequacy Assessment Process Guideline

In this session, OSFI will provide an overview of proposed updates to the Draft 2027 Liquidity Adequacy Requirements (LAR) Guideline and introduce the Draft Internal Liquidity Adequacy Assessment Process (ILAAP) Guideline, both released for public consultation as part of OSFI's ongoing work to strengthen and modernize its liquidity framework.

At Industry Day, OSFI will discuss proposed updates and outline areas where we are moving forward with industry-proposed measures of relief or clarity in the Draft LAR 2027 Guideline. OSFI will also discuss the planned Quantitative Impact Study and other next steps, in support of publishing and implementing the changes in 2027.

For ILAAP, OSFI will outline its proposed Pillar 2 supervisory approach for liquidity risk, including how the draft guideline mirrors the ICAAP framework, tailors expectations based on an institution's size, complexity, and risk profile, and introduces a phased implementation approach.

Updates to the Guide to Intervention for Federally Regulated Deposit-Taking Institutions

This session will show how OSFI is evolving its Guides to Intervention to reflect the expanded mandate relating to integrity and security, our risk appetite, and the new Supervisory Framework. In particular, OSFI will explain key changes to the updated guide for depot-taking institutions, including clarified roles and responsibilities, and added details to each intervention stage.
