Modernizing how we collect data from institutions

The Data Collection Modernization (DCM) is a multi-year initiative (2023-2028), led by OSFI in partnership with the Bank of Canda and Canada Deposit Insurance Corporation to:

  • replace the legacy Regulatory Reporting System (RRS) with a modern, scalable and secure platform – Regulatory Data Hub (RDH).
  • advance strategic data priorities: real estate securities lending (RESL), non-retail, and securities holdings.

Together these efforts will help better manage regulatory reporting workload over time.

Engaging with a diverse group of stakeholders is critical to the success of DCM. Initially, we built awareness. We are continuing to prepare and ensure that the federally regulated institutions (i.e., banks and insurers) and pension plans have the right information for a smooth transition.

New technology platform

The new platform is called Regulatory Data Hub (RDH), take a peek. The launch is now targeted for spring 2027. For now, continue using the RRS to file corporate and financial returns.

Four stages (known as releases) for transitioning to the RDH new platform are:

  • Release 1: Corporate data filing for banks, loan and trust companies, and insurers. Click here to see more details: Figure 1.
  • Release 2: Financial data filing for banks, and loan and trust companies.
  • Release 3: Financial data filing for insurers.
  • Release 4: Corporate data and financial data filing for private pension plans.

Release 1 Corporate Data

RDH will launch in phases (see figure 1) to transition federally regulated banks, loan and trust companies, and insurers. This approach ensures system and user support stability. Two key objectives of Release 1 Corporate Data are:

  1. Onboard and train users
  2. Use corporate data filing functionality

Corporate data filings will transition to the new RDH platform for banking and insurers during Release 1.

Our approach (see figure 1)

  • Phase 1: register the Local Registration Authorities (LRAs) (they are the first point of contact and manage organization’s user profile and access permission).
  • Phase 2: test the new solution with early adopters (i.e., LRAs and filers of select banks and insurers) after they are onboarded and trained.
  • Phase 3: onboard and train banks and trust and loan companies for filing corporate data.
  • Phase 4: onboard and train insurers for filing corporate data.

Upcoming engagement

  • Release 1: Corporate Data training: We will provide bilingual training using a variety of mediums, such as videos, reference guides and demo sessions. We will also provide support to institutions via dedicated sessions and user support teams. Details on timing and training schedule to come in the coming months.

Filing in New RDH – Release 1 Corporate Data and beyond

In 2026, continue using Regulatory Reporting System (RRS) to file corporate and financial returns.

Figure 2 outlines the process of filing corporate data (i.e., scheduled annual returns along with events driven returns) in RDH when it goes live. Of the event driven returns, OSFI 596, OSFI 656, OSFI 657, and OSFI 658 will be available in editable webform format. For private pension plan, details will be provided separately on filing corporate data during Release 1.

In 2027, we will provide further updates on future releases.

Data

We are taking a thoughtful, balanced, and collaborative approach to advance data priorities. We launched Data Forums and working groups in January 2026. OSFI is engaging with industry using a variety of methods.

We are advancing strategic data initiatives – RESL, non-retail, and securities holdings initiatives in collaboration with banks.

Upcoming engagement

  • BCAR Working Groups will be held on October 5 and 14, 2026 to review the final BCAR reporting requirements with relevant banks, and loan and trust companies.
