Welcome to the first issue of the Data Collection Modernization (DCM) bulletin, the Ledger. This bulletin provides federally regulated banks and insurers (institutions) with timely and consistent information for participating in forums that will enable institutions to transition smoothly to:
- a new technology platform for filing returns
- structured returns for priority data initiatives
- updated reporting requirements for priority existing returns
These initiatives will help manage reporting workload.
| Why engagement matters
Engaging directly with institutions is critical to the success of these initiatives. We are entering a critical phase of DCM implementation, from fall 2026 to spring 2028.
By working directly with you, we can better understand your context, and you will have the right information to help you plan, prepare, and participate meaningfully.
| Let's bring you up to speed

OSFI is leading the Data Collection Modernization (DCM) project in partnership with the Bank of Canada and the Canada Deposit Insurance Corporation. Over the last two years, institutions have heard about the DCM initiatives via letters, the DCM webpage, and industry associations. In 2025, we established forums to facilitate two-way conversations with a range of stakeholders, including senior leaders, subject-matter experts and filers. We will continue to use these channels as well as the Ledger to communicate regularly.
- Technology initiative:
- In fall of 2025, we met with 37 senior leaders and technology leads of institutions to discuss the implementation details for transitioning to the new platform for filing returns. We are now moving to share these details more broadly. Check out the Technology Open Door Forum in February 2026.
- Data initiatives:
- In January 2026, we are meeting with 24 data leaders to discuss the roadmap for collaborating on data initiatives.

Industry Day is on February 12, 2026. We will provide an overview of DCM technology and data initiatives. This session will provide an orientation for filers and Local Registration Authorities.
