The Data Collection Modernization (DCM) bulletin, the Ledger, provides timely information and calls out items for the federally regulated banks and insurers (institutions) to action.
Institutions get ready to:
- register by August 14, 2026 to participate in the OSFI-led BCAR Working Group
- for banks and trust and loan companies only
- receive from OSFI the Local Registration Authority list for verification
- learn about training and testing opportunities for using the new technology platform
These actions will enable institutions to:
- transition smoothly to the new technology platform for filing returns
- prepare for 2027 BCAR reporting requirements

The implementation of the RDH is following a phased scheduled from fall 2026 to spring 2028. Corporate data functionality will go live in late fall 2026 for banking and insurance sectors. Institutions will access their accounts to review and update their corporate profiles and submit corporate returns through the RDH platform. RDH will then be used for regulatory filings: banking (summer 2027), insurance (fall 2027), and pension plans (spring 2028). Refer to Figure 1.

Data initiatives
We are advancing strategic data initiatives – real estate secured lending (RESL), non-retail, and Securities Holdings initiatives in collaboration with banks.
On September 23, 2026 OSFI is launching the BCAR 2027 Working Group to answer questions, receive feedback from institutions, and address critical issues regarding BCAR 2027 reporting template. Key dates:
- September 10, 2026 – the CAR 2027 guideline and the updated BCAR data collection template will be released
- September 23 to October 14, 2026 – BCAR Working Group meetings
- End of first fiscal quarter of 2027 – first filing
