This supplementary information report supports reporting on green procurement activities in accordance with the Policy on Green Procurement.

Context

Although the Office of the Superintendent of Financial institutions (OSFI) was not bound by the Federal Sustainable Development Act in 2022-23 and is not required to develop a full 2020–23 Departmental Sustainable Development Strategy (DSDS), OSFI adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada’s effort to promote environmental stewardship. In keeping with the objectives of the policy, OSFI supports sustainable development by integrating environmental performance considerations into the procurement decision‑making process through the actions described in the 2019 to 2022 FSDS “Greening Government” goal.

Departments will use environmental criteria to reduce the environmental impact and ensure best value in government procurement decisions.

  • OSFI sets departmental targets to reduce the environmental impact of specific goods or services.
  • OSFI continues to embed environmental considerations into public procurement, in accordance with the federal Policy on Green Procurement. Specifically, OSFI:
    • Leverages common-use procurement instruments (i.e., standing offers and supply arrangements) that take environmental considerations into account wherever available and feasible.
    • Includes support and contribution toward green procurement in the performance evaluations of managers and functional heads of procurement and material.

Target: 95% of copy paper and envelope purchases will contain a minimum of 30% recycled content and be certified to a recognized environmental standard to reduce the environmental impact of production by March 31, 2021.
Performance Indicator: Dollar value of copy paper and envelope purchases that meet the target objective relative to the total dollar value of all purchases for copy paper and envelopes for the given year.
Performance indicator / Results achieved: Not applicable. OSFI did not purchase any copy paper or envelopes in fiscal year 2022-23. OSFI works primarily in a digital format which has reduced the consumption of paper and toner and reduced the requirement for print devices.

Starting point: Not applicable. 
Target: 90% of information technology (IT) hardware at end of life will be recycled or disposed of in a manner which reduces the environmental impact by March 31, 2021.
Performance indicator: Volume of IT hardware at end of life that is recycled or disposed of in a manner that reduces the environmental impact, relative to the total volume of all IT hardware that is disposed of in the year in question.
Performance indicator / Results achieved: 100% all of OSFI’s IT hardware at end of life was recycled in fiscal year 2022-23 by donating it to the Computers for Schools program.

Target: All of OSFI's Bid Solicitation, Contract and Statement of Work templates will be reviewed and updated using updated templates that include environmental considerations by March 31, 2021.
Performance indicator: Percentage of templates that have been updated.
Performance indicator / Results achieved: 100% of OSFI’s templates have been updated to include environmental considerations.

FSDS: Departmental actions to embed environmental considerations into public procurement, in accordance with the federal Policy on Green Procurement are expected to motivate suppliers to reduce the environmental impact of their goods, services and supply chains.

Support for green procurement will be strengthened, including guidance, tools and training for public service employees

  • OSFI continues to embed environmental considerations into public procurement, in accordance with the federal Policy on Green Procurement. Specifically, OSFI:
    • Ensures that all procurement and/or materiel management specialists complete the Canada School of Public Service Green Procurement course (C215) or equivalent.
    • Increases awareness of the Policy on Green Procurement as part of ongoing training programs offered to OSFI managers.

Contribution by each departmental result to the FSDS goal and target 

FSDS: Green procurement incorporates environmental criteria into purchasing decisions. Procurement agents who are trained to apply such criteria can award contracts to suppliers with a reduced GHG footprint. This is expected to motivate suppliers to reduce GHG emissions associated with their goods, services and supply chains.

Report on integrating sustainable development

During the 2022–23 reporting cycle, OSFI had no proposals that required a strategic environmental assessment and no public statements were produced.
